Maintaining Safety and Security for Mexico Cross-Border Shipments

What should shippers look for in a reliable Mexico cross-border logistics company?

Shippers should prioritize logistics companies with a Customs Trade Partnership Against Terrorism (CTPAT) certification as it indicates adherence to security best practices outlined by U.S. Customs and Border Protection. A company’s history of damage-free shipments also is crucial, and it should have a robust network of safe drivers on both sides of the border. As a company that prioritizes safety, Landstar has strict qualification requirements for its Business Capacity Owners (BCOs) and only uses cross-border carriers that are CTPAT-compliant.

It’s also beneficial to work with a logistics company that offers customs brokerage services. By managing both transportation and customs, a provider gains better visibility into the shipment's progress across the border and can potentially intervene if any issues arise. When customs clearance is conducted by a third party, such as a freight forwarder, it may be more difficult for the logistics provider to maintain visibility throughout.

What are the advantages of using a logistics provider with a CTPAT certification?

When shippers work with a CTPAT certified provider, they have the reassurance of knowing the provider has an established partnership with U.S. Customs and Border Protection and have committed to operate its  business in compliance with the agency’s security requirements. Some of these requirements include having documented processes to identify and address security threats, conducting supply chain risk assessments, and proving ongoing efforts to maintain and improve supply chain security.

Does technology enhance the security of goods in transit?

Technology plays a large role in the security of cross-border freight and peace of mind to shippers. For instance, advanced tracking technologies like GPS and RFID tags offer continuous visibility of shipments. Heightened visibility enables logistics providers to promptly address unexpected issues for minimal disruption.

At Landstar, technology enables shippers to receive real-time alerts via email regarding estimated delivery times, potential delays, and notifications when cargo arrives at the border. Moreover, technology-assisted operations, such as the 17-point CTPAT inspection conducted at Landstar's U.S. – Mexico Logistics Service Center in Laredo adds an additional layer of security.

What role do relationships play in cross-border freight security?

Strong relationships with customs authorities on both sides of the border are invaluable, as they help logistics companies stay current with regulations and facilitate quick, secure crossings. Additionally, using vetted carrier partners is key to putting freight in capable hands. Landstar has been conducting moves at the U.S. – Mexico border for more than 25 years which has enabled us to forge strong connections with government authorities, trusted carriers and business partners.

Does specialized freight require additional security or safety considerations?

Shippers with specialized freight should select logistics companies experienced in handling their specific type of cargo, such as hazardous materials, oversize or temperature-sensitive goods.

These specialized shipments often require additional planning and knowledge on behalf of the transportation provider. For instance, all carriers moving hazardous materials (hazmat) must be certified and renew their training every 3 years to be in compliance with the United States Department of Transportation (USDOT). Landstar requires that all of our BCOs – our leased owner-operators in the United States and Canada -- are hazmat certified so they can safely move this type of freight.

Other specialized shipments like oversize freight require detailed route planning, additional permitting and specialty equipment to remain safe and avoid damage during transport. Keep in mind, this type of freight typically requires extra documentation to clear customs. Shippers can mitigate delays by working with an experienced provider who is knowledgeable in customs requirements for specialized shipments.
